While many are celebrating the Chevron decision that limits the power of federal bureaucracies to interpret federal law, it also may provide an opportunity to change federal policies regarding land ownership in the West.
William D. Howell
William D. (Bill) Howell is a retired former public administrator living in Hurricane, Utah. He graduated from Arizona State University in 1969 with a Bachelor of Arts in Education degree, and served as executive director of the Southeastern Utah Association of Local Governments from 1980 to 2011. Bill has written extensively on the subject of federal Property Clause authority and duty in a series of publications including “Statehood: The Territorial Imperative,” 2005, “Challenging a Federal Land Empire Carved Out of a Nation of States,” 2020, “From the Declaration of State Independence to a Federal Land Empire,” 2024, and “The Northwest Ordinance of 1787: The Forgotten Linchpin in the Federal Territorial System,” 2024.
