The FBI’s power and federal legitimacy are far more tenuous than Washington recognizes. Beyond the nation’s big cities, federal authority hinges largely on the consent of local citizens.

One big problem a government police force must always face is: What laws really to enforce? Police departments are theoretically faced with the absolute injunction, “enforce all laws,” but in practice scarcity means only some laws are enforced. Which ones?

Although the system is inherently exploitative, it allows some leeway in the determination of which specific individuals will be the shafters and which the shaftees.

Placing thousands of troops on the streets of the nation’s capital could be a ticking time bomb. The longer the National Guard is deployed in Washington, the greater the peril of a Kent State–caliber catastrophe.
